developed and delivered by Chris Butler and the team at Raptor Protection. As an officer in the
Training Section of the Abbotsford Police Department, I have had the opportunity to attend and
host the MOI course on multiple occasions. Below, I outline my experience with the course and

Halifax Regional Police is currently enjoying a renaissance within our Training Section. Many of
our core programs have been rewritten to ensure that they provide evidence based training to
our officers in a manner that is most likely to ensure their success in the real world. The results
of these changes have been immediate: we are recording better outcomes in terms of standards
being met, increased Participant interest and enthusiasm, and a noticeable increase in officer
morale.

Canine Unit
This training was easily coordinated with Raptor Protection and was highly regarded by all in
attendance. Several agencies that had members attend then coordinated the same training course be
delivered at their own agency location.
I know that for the Ontario Provincial Police Canine program, we had adapted much of our canine
handler instruction based on the information and content of the MOI course. I believe it is a fantastic
encapsulation of the salient and most relevant instruction methods currently available.
